Keynote:The Impact of Intermittent Spectrum on Wireless Service Competition

The combination of the rising demands for wireless data and the lack of spectrum to support these demands has led to much interest in sharing spectrum. In particular, an area of current focus is sharing federal spectrum with commercial users, where commercial users have to vacate the spectrum whenever it is needed by the incumbent federal users. For a commercial wireless service providers, such spectrum can be viewed as a intermittently available resource.  We will consider different ways of licensing such intermittent spectrum and consider how these approaches can impact the competition among wireless service providers and the resulting economic welfare of end users.

Randall Berry (Professor of EECS, Northwestern University)
 
Randall Berry joined Northwestern University in 2000, where he is currently a Professor in the Department of Electrical Engineering and Computer Science. He received the M.S. and PhD degrees in Electrical Engineering and Computer Science from MIT in 1996 and 2000, respectively. Dr. Berry has served as an editor for the IEEE Transactions on Wireless Communications and the  IEEE Transactions on Information Theory as well as a guest editor for the IEEE Journal on Selected Areas in Communication and the IEEE Journal on Selected Topics in Signal Processing. He has served on the program and organizing committees of numerous conferences including serving as the co-chair of the 2012 IEEE Communication Theory Workshop and a technical co-chair of 2010 IEEE ICC Wireless Networking Symposium. Dr. Berry’s research interests include resource allocation in network systems and network economics. His work has won best paper awards at the 2015 IEEE SDP workshop and the 2016 WiOpt conference. Dr. Berry is an IEEE fellow and the recipient of a National Science Foundation CAREER award.
